The Visitors now control the Earth, while, in London and New York, the Tomorrow People must sit back and wait for the Saps to drive the Visitors out, for the Tomorrow People cannot kill and the Galactic Federation seem powerless to stop such a massive invasion force. Diana soon learns of the Tomorrow People's existence, however, and John and Stephen are soon forced to work against the people of their beloved Earth, and for the Visitors.

The Visitors have been defeated but they left a legacy behind: the Starchildren, and Nathan Bates think he can keep their existence secret from parents who are also telepathic. While the Tomorrow People are fighting for the rights of the half-Visitor children, a second Visitor Fleet is sighted, heading for Earth.

The Time Guardians have discovered a rift in Time, centred around the London Tomorrow People, and John in particular. Because of something John will do (or has already done) Time will be irrevocably altered, and the British Empire, her Government aided by Tomorrow People, restored to her former glory. Stephen and Philip must help the Time Guardians to discover what it is that John did, so that he can be stopped before he does it. This story is also about the breakout of the first American Tomorrow People.
